The brief

The Ofsted Registered Supported Accommodation for 16-17 year olds contract commenced 1 July 2026.

Under this contract, Lot 3 - Pseudo-Framework of Supported Accommodation Providers, will remain open for new submissions throughout the contract period.

This Tender Notice is to notify the market of the re-opening of Lot 3.

An indicative schedule of evaluation of submissions during the contract period is included in the tender pack.

Lot 3 Re-opening: Pseudo-Framework of Supported Accommodation Providers: Ofsted Registered Supported Accommodation Providers to provide accommodation to children in our care.

Service provision as and when required, no guaranteed level of services to be delivered under this Lot.

Accommodation is to be located in the Tees Valley area.

Access to Lot 3 has been extended to Middlesbrough Council.

The requirements under this Lot will vary from organisation to organisation.

Redcar and Cleveland Borough Council will only be responsible for their list of contract requirements.

If they choose to use the Contract, Middlesbrough Council will be responsible for their individual requirements and contract arrangements.

For the purpose of the notice, estimated maximum contract value for Lot 3 for each LA over the total contract period including optional extensions, based on current service delivery is: Redcar & Cleveland Borough Council: £10,320,000 Middlesbrough Council: £26,670,000 Ofsted Registered Supported Accommodation for 16/17 year olds contract commenced 01 July 2026 to end 30 June 2031 with a further 2x12 month optional extension periods available.
