The brief

Devonshire Park is owned by Eastbourne Borough Council who wish to see it become one of the most talked about cultural destinations in the South East.

Planning permission and funding is in place to commence re-development of the site with a target of commencing mobilisation in Nov/Dec 2016.

Meaningful start on site must commence Jan 2017.

The Council is seeking a contractor to deliver the construction of the new Welcome Building (conference facilities), refurbishment of the Winter Garden and Congress Theatre, associated landscaping to the site, and demolition works and to undertake specialist fit out.

There will be a broad spectrum of works with a multitude of specialists.

The work will be phased given the complexity of the site and different nature of each phase.

Overall Practical Completion is anticipated by the end of April 2019.

This is an exciting and varied project that will call on the broadest set of skills of a highly competent contractor.Encompassing restoration and repair works to a 20th Century Grade II* listed theatre, a 19th Century Grade II listed Winter Garden and the construction of a new build 4 storey welcome building connecting the two, plus the associated landscaping and public realm works, this is a unique opportunity for a contractor to bring together conservation and new build specialisms.

The deadline for the submissions of requests to be invited to participate is 12 February 2016.

A single stage JCT Standard Form of Contract is anticipated to be awarded through this process with Contractor Design Portions.

Where practicable RIBA Stage 4 information will be provided to shortlisted tenderers to enable full pricing at the final tender stage.

There will however be review clauses in the contract where necessary to cover modifications, options and price revision in particular should it become apparent that full pricing is not possible at award and to cover approval of sub-contractors during the process.

It is intended that the specialist theatre fit out package will be let under this procurement process.

There will be works for East Sussex County Council via a section 278 Highways Act 1989 agreement which are being procured through this process and the contractor undertaking these works will need to be approved by the County Council.
