Portsmouth City Council is inviting expressions of interest from suitably qualified and experienced providers to tender for this project.
The scope of which will comprise of but may not be limited to: • To deliver a survey on the demand for the services of hackney carriages within the city, please note the survey may be carried out using electronic devices such as cameras (with approval from the relevant Council officers) or by using static personnel. • To provide detailed empirical evidence/analysis for example: - rank observations, - detail regarding balance of supply and demand, - average delays and total demand, - data comparisons with other local authority surveys - Questionnaires to the public regarding the ease of use of Hackney Carriages - Consultation with recognised trade representatives - Any other information the consultant may feel is relevant to the survey.
Data should be provided in tables and graphs where applicable to allow for ease of analysis.
Access to raw data may be requested by The Council • To recommend courses of action to both the Licensing Manager and Licensing Committee for consideration, for example to keep the existing limit, increase or decrease the limit, or remove the limit altogether.
The initial contract period will be for 6 Months, this includes the gathering of empirical data and the completion and submission of the Unmet Demand Survey, subject to performance and agreement of all parties.
