The brief

Hull City Council (HCC) is seeking suitably qualified and experienced providers to deliver a range of services for children with special educational needs or a disability and for children who are looked after by the Local Authority.

The contract will commence on 1 February 2021 for 12 months.

The contract will be divided into the following lots; Lot 1 - Special Education Needs and Disability Information, Advice and Support Service (SENDIASS) - for young people with Special Educational Needs or disabilities, for whom the Local Authority is responsible, providing a range of information and advice about education, health and social care.

Lot 2 - Independent Visitors Service - a service which provides Independent Visitors who can visit, befriend and advise and help protect children and young people in the looked after system.

Under the Children Act 1989 every looked after child has the right to an independent visitor.

Lot 3- Advocacy Service - a service that promotes the rights of disabled children and young people who are looked after by the Local Authority or who receive over-night short breaks.

In addition to delivering services for children with special educational needs or a disability and for children who are looked after by the local authority, we are seeking a provider who is able to deliver significant social value benefits for the city.
