The brief

DCMs are looking to answer the question: What has had the biggest impact in tackling/reducing HBT bullying in schools across the programme of funded initiatives, in what context and why?

1.

To identify key methodological and practical challenges associated with this evaluation (At both the programme and initiative level); 2.

To critically review options and present optimal evaluation design in conducting the evaluation(at both the programme and initiative level) using a range of evidence and theory, given the methodological and practical challenges; 3.

To robustly and cost-effectively assess the impact effectiveness of the programme and each specific initiative, including different components, taking into consideration what evidence is already being collected by the initiatives and their research organisations; and, 4.

To robustly analyse cost and benefits (i.e. cost-benefit analysis) for each initiative.
