The brief

The Authority is seeking to appoint a suitably experienced and qualified contractor to deliver Integrated Public Realm Services for the London Borough of Havering consisting of the following services - Waste Collection and Recycling services, Street Cleansing services, Grounds Maintenance services, and Winter Maintenance services.

This procurement is seeking to deliver the following key strategic outcomes: (a) Strategic Outcome 1: The Contractor delivers public realm services which make Havering Cleaner, Safer, Prouder, Together.

The Contract: i. improves the way Havering looks and feels; ii. makes Havering a cleaner and tidier place; iii. makes people feel better about their surroundings; and iv. makes a positive impact on social, environmental and economic sustainability. (b) Strategic Outcome 2: The Contract delivers maximum value for money for the cost of the service and achieves the Authority's outcome of maintaining and enhancing its financial position. (c) Strategic Outcome 3: The parties work together and share their respective responsibilities to implement the waste hierarchy.

The Contractor delivers solutions to help the Authority continuously reduce waste and increase the recycling and composting performance.

Key Performance Indicators (KPIs) are set to monitor and report performance.

These actions contribute positively to work towards: i. the achievement of the recycling targets set out in the local plans, including the Reduction and Recycling Plans and the prevailing East London Joint Waste Strategy; and ii. the reduction of the greenhouse gas (GHG) emissions from the operations of the services to work towards the achievement of the Mayor's Emissions Performance Standard (EPS). (d) Strategic Outcome 4: Technological change is embraced throughout the Contract and opportunities offered by rapid technological advancements are harnessed.

The Service Specification details the full scope of the Services for the Contract The Authority will also dialogue with selected bidders the option of including any of the Provisional Services within the scope of the Contract.

Economic operators shall also note that the Authority has included a requirement for the development of two service delivery options (as part of the ISDS stage) as follows: (a) Service Delivery Option A (Street Level Properties): Household Residual Waste: weekly collection and unlimited single use sacks; Household Dry Recycling: weekly collection and orange single use sacks; and Household Garden Waste: fortnightly collection and wheeled bin for Subscribing Households only (b) Service Delivery Option B (Street Level Properties): Household Residual Waste: weekly collection and one 180 litre wheeled bin; Household Dry Recycling: weekly collection and orange single use sacks; Household Food Waste: weekly collection and 23 litre kerbside container; and Household Garden Waste: fortnightly collection and wheeled bin for Subscribing Households only.
