Dyfed Powys Police is seeking ad hoc consultancy support to assist with its preparations for the HMIC Peel inspection process.
PEEL stands for the police effectiveness, efficiency and legitimacy programme.
PEEL is the programme in which HMIC draws together evidence from its annual all-force inspections.
The evidence is used to assess the effectiveness, efficiency and legitimacy of the police forces.
HMIC has introduced these assessments so that the public are able to judge the performance of their force and policing as a whole. • The effectiveness of a force is assessed in relation to how it carries out its responsibilities including cutting crime, protecting the vulnerable, tackling anti-social behaviour, and dealing with emergencies and other calls for service. • Its efficiency is assessed in relation to how it provides value for money. • Its legitimacy is assessed in relation to whether the force operates fairly, ethically and within the law.
PEEL Inspections are part of an annual inspection programme with the next inspections due to be undertaken in the late spring of 2017.
The ambition of the Chief Constable is for the Force to achieve a grading of "Good" or "Outstanding" in its forthcoming inspections and the provision of consultancy support would be aimed making a significant contribution not only to the grading but equally importantly to the efficiency and effectiveness of the Force.
Scope and Requirement.
The Force is looking for ad hoc consultancy support to undertake a short term piece of work for an initial period of one year which is aimed at: a) Assessing the Force's preparedness for the Inspection process and advising on key strands of work required in readiness for the forthcoming inspections b) Quality assurance of strategic documentation, workforce plans and financial strategies c) Assisting the Force with the analysing current and future policing demand and of the workforce implications such changes d) Assisting and advising on the completion of HMIC inspection templates e) Advising on and assisting with the compilation of a Force Management Statement f) Assisting with the development of the Medium Term Financial Strategy and identification of future cost reduction opportunities
