The brief

The Council invites individuals and organisations to submit a tender for the provision of Alternative Education Provision, through admittance onto an Approved Provider Panel.

Local authorities are legally responsible for arranging suitable education for permanently excluded learners, and for other learners who, because of illness or other reasons, would not receive suitable education without such arrangements being made.

The Council intends to establish a 4 year multi-supplier Approved Provider Panel to deliver Alternative Education Provision.

There will be an initial 2 year period with an option to extend for two further periods of 12 months at the dicretion of the Council.

Tenderers can apply for one or more lots.

The Approved Provider Panel will be split into three (3) Lots, as listed below: Lot 1 - Primary aged learners who have been excluded or are at risk of permanent exclusion or awaiting a SEND assessment or awaiting a school placement.1.a - Primary aged learners with an EHCP who have been excluded or are at risk of permanent exclusion.

1.b - Primary aged learners with an EHCP without a school place, for example new to the borough.

Lot 2 - Secondary aged learners who have been excluded or at risk of permanent exclusion from school: 2.a - Secondary aged learners with an EHCP who have been excluded or are at risk of permanent exclusion.2.b - Secondary aged Learners who have been excluded or are at risk of permanent exclusion.

2c - Secondary aged learners with an EHCP without a school place, for example new to the borough.

Lot 3 - Year 11 learners without a school place:  3.a - Young people who are new arrivals to the UK in academic year 11 with limited English language.

3.b - Young people who are new arrivals to the UK in academic year 11 with limited English language and behavioural or emotional issue.

3.c - Other year 11 young people without a school place, for example new to the borough.

The Approved Provider Panel contract shall be for a period of 2 (two) years with an option to extend at the Council's sole discretion for two further periods of up to 12 months each giving a total maximum contract term of 4 years.During the 4 years, alternative education provision will be commissioned as follows: • Croydon Council Education Team, all Croydon schools including academies and Pupil Referral Units.

The anticipated contract start date will be the 1st September 2020.All potential suppliers are advised to read the supporting documents listed on the London Tenders portal, prior to responding to the invitation to tender.

The deadline for returning your tender is: 12:00:00 noon on 3rd March 2020.
