The brief

The Government Property Agency (GPA) has awarded a supply-only contract to City Electrical Factors Limited for the supply of solar photovoltaic panels to be installed by GPA's own building works installers at GPA-managed buildings across the UK government estate.

The maximum contract value is £3,000,000 (VAT inclusive).

Other UK government departments may utilise the contract via an order mechanism with GPA's prior agreement.

The procurement was undertaken using the Crown Commercial Services RM6313 Demand Management & Renewables Dynamic Purchasing System (DPS).

The procurement included a comprehensive modern slavery risk management strategy in line with PPN 009 Tackling Modern Slavery in Government Supply Chains.

Bidders were required to provide supply chain visibility for all solar panel components and to complete Sedex Members Ethical Trade Audits (SMETA) at each stage of the supply chain.

Audit findings were used to determine eligibility of bids for evaluation.

The contract includes traceability requirements; GPA reserves the right to refuse acceptance and payment if traceability cannot be verified at the supplier's UK storage facility.
