The brief

Broadband Delivery UK, a directorate of the Department for Digital, Culture, Media & Sport, supports the delivery of gigabit capable internet infrastructure to the nation.

BDUK relies on premise level data from across the UK to provide it with information on where to target its programme interventions.

Examples include receiving confidential data from telecommunications suppliers on their existing commercial deployment plans, the tracking of sites already benefiting from government interventions and eligibility based on the characteristics of locations (such as rurality).

In order for a premise to be considered viable for an intervention, compliance with State Aid regulations is mandatory, and the collection and credibility checking of the various types of location data outlined above, creates the basis for that State aid assessment.

BDUK requires new analytical technology, and the design of a data collection and a checking process, which is agile and provides analysts with real-time data.

The first key deliverable for the Supplier is the identification and building of an appropriate web-based mapping solution.

The second key deliverable for the Supplier is to develop a new system of data collection and checking, to support the Open Market Review element of the Outside In programme.
