The brief

Greater Lincolnshire Combined County Authority (GLCCA), working in partnership with its Local Authorities and key stakeholders, is exploring the potential to plan and deliver a new, large-scale settlement ('New Town') as part of a long-term strategy for economic growth, housing delivery, and infrastructure provision.

Greater Lincolnshire is facing significant and growing pressure on housing delivery.

Existing Local Plans and planned growth allocations are unlikely to be sufficient to meet future needs, particularly given the scale of investment anticipated from nationally significant programmes such as STEP Fusion at West Burton and other economic drivers across the sub-region.

GLCCA is also committed to ensuring that housing growth is not simply about numbers.

Any new settlement must be planned to a high standard, be well-connected, and deliver sustainable communities that contribute to the region's long-term economic success and the health and life chances of residents.

To support early-stage decision-making, GLCCA requires an evidence-based Location Options Appraisal.

This commission will identify and assess potential locations for a new settlement across the sub-region, applying a consistent appraisal methodology and producing outputs suitable for internal governance, engagement with Local Authorities and partners, and progression to more detailed feasibility work.
