YAS 11 2017 - External Defibrillators / Monitors - AWARD

YAS have approximately five hundred (500) vehicles; and have identified a requirement for a number of external defibrillators / monitors, final numbers tbc.
There is an option to request the delivery of the devices in bulk or more realistically on a phased rollout schedule.
This procurement needs to also take into account compatibility of warranty, cables / sensors, ease of use, weight, parts / accessory pricing, lead times and whole life costs.
A trial will also be considered as well as a show and tell session by each supplier.
The contract length will have to be considered at the point of the tendering process as this will affect the warranty, parts and servicing pricing.
Early discussions have proposed a 2+1+1 option.
The specification will include a clause which will allow YAS to reserve the right to place an order with the 2nd placed provider in the event of a delayed delivery from the successful provider.
The replacement of these devices will form part of an overall medical equipment replacement programme.
Service quality will be improved through providing staff with equipment that simplifies tasks and allows data transfer to vehicles, leading toward the intelligent ambulance.
The cost of maintaining the replacement device is envisaged to be comparable overall with the current equipment in place.
A reduced amount of time/visits will be required in locating a single device for service/repair.
As with any new device introduced to the Trust, there is a risk that maintenance costs would increase where the device is unknown to the Trust or other Tursts where historical costs cannot be sourced.
To counter this, we will request lifetime cost projections from manufacturers.
Maintenance costs may also see a reduction in the warranty period; this will also be reflected in a Tender Evaluation process.
