The Council wishes to appoint a suitably qualified consultant to prepare an Affordable Housing and Tenancy Strategy, for Hertsmere Borough, to sit alongside its upcoming new Local Plan.
The objectives of this work are to: 1) Prepare a position and develop an Affordable Housing Strategy for the Council in order to confirm and evidence the need for specific forms of affordable housing in the borough.
The strategy will be used to advise developers on the requirements expected for affordable housing/Section 106 delivery when submitting a planning application and it is anticipated that it will be regularly updated 2) Prepare a position and develop a Tenancy Strategy for the Council to set out matters which Registered Providers of Social Housing should have regard to when formulating their policies for their own stock.
The Strategy will ensure the Council compiles with its requirements under the Localism Act 2011 The consultant will have regard for relevant legislation and Council policies including the draft Local Plan, Local Housing Needs Assessment, Allocations Policy and Homelessness and Rough Sleeping Strategy.
