Integrated Human Resources System - Soft Market Testing
National Savings & Investments is in the planning phase for a future tender exercise to purchase an integrated Human Resources System, for the purposes of both recruitment and staff management, including performance monitoring and appraisal.
As core functions, the required system must be able to: • Receive applications for employment at NS&I via an applicant tracking system. • Hold electronic records of all candidates for employment at NS&I. • Hold electronic records of all 200 NS&I employees, with capacity to increase as new staff join, plus legacy data for ex-employees. • Hold electronic records of all NS&I employees' performance management. • Allow employees and line managers to use forms to update details directly to the system using self service • Automatically transfer data between different modules (Recruitment, Onboarding, Core HR, and Performance Management). • Automatically transfer data between the HR system and core NS&I systems such as the payroll system (managed through a 3rd party payroll bureau), and financial management system (currently Business World On). • Manage the entire HR process workflow from the HR system: - Recruitment - Onboarding - Core HR (pay, reward, employee relations casework, absence, leavers, contractual changes) - Absence - sickness, annual leave, maternity, paternity, other types of absence - Performance Management - probation, performance reviews, 360 feedback, succession planning - Employee and Manager self service • Produce standard and bespoke Management information reports and analytics across all modules without 3rd party report builder Prior to going out to tender, NS&I is seeking to engage with potential suppliers to gain a better understanding of the level of interest in the market, and to gain potential suppliers' insights into key issues including: • The potential for a single integrated system including both recruitment and staff management functionality. • Implementation timescales and the level of training and systems support required. • Options for cloud-based systems, software-as-a-service solutions, or on premise solutions. • User interface. • Integration with other IT systems.
