The brief

Canterbury Christ Church University (the Contracting Authority) is seeking to enter into a multi operator framework for the provision of Building Maintenance and Minor Building Works across its campus network.

The frameworks may incorporate Civil Engineering, Roofing, Flooring, Windows, Painting, Glazing Works, the management of building services and other related specialist works.

It is a condition of the framework agreement that Economic Operators shall make provision to have available any works required 24 hours per day and 365 day per year (including all weekends and all holiday periods).

For the purposes of the Framework Agreement works are defined as any Building Maintenance or Minor Works Scheme with a cost of between £5.00 and £250,000.00.

Minor works schemes may comprise new buildings, extensions to existing buildings, conversion/refurbishment of existing buildings, works to ensure compliance with various legislative requirements, e.g. legionella, fire safety, DDA, asbestos regulations, mechanical and electrical engineering works and enabling works in advance of major capital works schemes.

The Contracting Authority is not under any obligation to make any Call-offs under the Framework.

The Contracting Authority is not responsible for meeting any costs incurred by the Economic Operators should the quantity of Call-offs fall short of Economic Operators’ expectations.

The Contracting Authority reserves the right at any time to procure similar or identical work outside the Framework.

It is expected that the Economic Operators shall adopt an integrated supply chain approach to manage the provision of the works.

The Contracting Authority will appoint three Economic Operators that shall enter into a multi-operator framework agreement for the provision of Building Maintenance and Minor Building Works across the University campus network.

The Economic Operators which offers the most economically advantageous tenders (MEAT) shall be offered a place on the framework.

The Framework Agreement shall be for a period of three (3) years subject to the on-going satisfactory performance of the Economic Operators which an option to extend the Framework Agreement for a further twelve (12) months.

Economic Operators should note that the Contracting Authority shall also seek to appoint separate Framework Agreements with Electrical and Mechanical Economic Operators.
