The brief

1.

Introduction 1.1 Suppliers are invited to participate to Tender for the supply and delivery of Provision of ESIF Greater Manchester Higher Skills Support Programme for Unemployed and Economically Inactive Individuals 1.2 The agreement/s resulting from this Tender will set out the Terms and Conditions under which future orders can be placed at any time, as and when required, during the life of the agreement.

Service Delivery 2.1 Provision of ESIF Greater Manchester Higher Skills Support Programme for Unemployed and Economically Inactive Individuals 2.2 The Supplier/s must as a minimum be able to demonstrate experience of delivery Level 3 or higher training or supporting graduates into employment.

It should be noted that the failure to meet any of the following items will result in an automatic fail: • Must have a UKPRN • Adequate insurance cover to the minimum value specified • Must be able to demonstrate Economic and Financial Standing (measured using accounts and credit check) • If within Scope for Ofsted inspection minimum grade 3 • Cannot be under notice from the SFA for Failure of Inspection, Financial Health or Financial Control • References provided must respond within the timescale and not be negative or lack relevant information • Must meet requirements in section 2 grounds mandatory exclusion on Mandatory PQQ. • Please note: If your organisation is not on the latest publication of Register of Training organisations (ROTO) this will limit the financial value of your contract, we will expect all successful organisations to apply on the next opening of the register.

2.3 Contract values will be reviewed periodically and subject to contract performance.

2.4 Service Delivery of the ESIF Greater Manchester Higher Skills Support Programme for Unemployed and Economically Inactive Individuals will be managed by a strict set of Key Performance Indicators that will include but not limited to: • Reconciliation to the ILR and set contract values • Quality of delivery • Learner outcomes and skills development • Contract delivery and compliance • Deliverables as laid out by the SFA ITT for Higher Skills support programme for unemployed and economically inactive individuals, including key priority groups 3.

Quality of Provider 3.1 The Supplier must be highly competent, qualified company, capable of demonstrating appropriate licences and accreditations (where applicable), including Matrix standard accreditation (or evidence of working towards), 4.0 Specification of Delivery 4.1 The specification indicates that there are two themes this call is looking to address.
