The brief

Four measurement frameworks formed the basis for the evidence collection for the Commission's first report to Parliament, 'How fair is Britain' in 2010; the Human Rights Review in 2012; a series of research papers in 2012/13; and its most recent report to Parliament in October 2015, 'Is Britain Fairer?' (IBF).

IBF is the first time the EHRC reported simultaneously on equality and human rights, making pragmatic use of the four measurement frameworks.

We are now reviewing the different components of the measurement frameworks given the experience of conducting IBF, with a view to developing a single measurement framework that is sustainable over time.

This will be used by the Commission to fulfil its statutory requirements to monitor and report on equality and human rights, inform its ongoing evidence collection and support the Commission's international treaty, legal and policy work more generally.

This tender exercise is divided into three lots.

Prospective contractors may tender for one, two or all three lots.
