The brief

As the war in Ukraine takes a toll not only on civilian and military lives but also on the livelihoods of Ukrainian citizens fleeing war, it is crucial to support businesses to re-establish and recover operations in more secure areas of the country.

As more flexible and adaptable SMEs are to become the driver of Ukraine's economic recovery, this project is set to support the Government of Ukraine in designing and piloting SME support policies and programmes that would enable SMEs to operate under the current volatile context of war and post-war recovery.

Under UA2012 the team of experts will support the GoU in achieving the following: Evidence-based public policies to improve business enabling environment for SMEs during the war and post-war periods.

All three policies were shortlisted and approved by the Ministry of Digital Transformation (MDT) and the Ministry of Economy (ME) as a result of the UA2007.

The reform owners (RO) agreed to move on with the implementation of the policies.

Increased capabilities of the SME support infrastructure to foster an entrepreneurial culture and provide tailored services to improve the export potential of the Ukrainian SMEs.

The team will continue enhancing the SME support agency's (EEPO) capabilities to provide effective measures for SME sector development, in particular through Diia.Business Centres' network and export promotion activities.

Scaled-up programming and pilot measures to strengthen the export potential of SMEs and their contribution to private sector-led economic recovery.

A pilot programme, promoting Ukrainian SMEs on the Polish market through Warsaw's Diia.Business Centre was positively evaluated by the MDT, SME participants and interested parties in Poland.

UA2012 will build on the results achieved and expand the scope of the programming (number of SMEs, additional services).

The team will also continue supporting the Lviv City Administration with establishing an Industrial Park Syhnivka, which shall become a good practice of SME support at a local level.
