The brief

Following the natural conclusion of the existing contract which was put in place 31 July 2013, City College Plymouth is seeking to contract with a single supplier for the provision of Waste Disposal services across its three Plymouth sites: Kings Road, Goshen Centre and Piquet Barracks.

The disposal of waste will be broken into Lots as described in ‘Requirements’.

The purpose of this request is to establish an exclusive Three (3) Year contract, with an opt-out clause at 12 and 24 months with one month’s prior written notice.

As a result of these clarifications, a revised RFQ document and Appendix A document have also been uploaded.

The deadline has also been extended by one week to 23 June 2016 12:00 Noon.

1.

Would the college accept a transport and tonnage rate proposal?

A: In the interests of clarity, a revised pricing Schedule (Appendix A) has been devised.

Please could all bidders now submit their costs broken down into disposal costs and transport costs 2.

Would the college accept a pricing proposal for years 1,2 and 3?

A: Prices submitted should be valid for the initial period of 12 months.

Any increases thereafter would be expected to be linked to RPI 3.

Please can the College clarify the opt-out (break clause) provisions?

A: The break clauses at 12 and 24 months can be invoked by both parties 4.

As the college can break the contract at three months’ notice is this in effect a three month rolling contract?

A: The College reserves the right to cancel a contract with three months prior notice.

This would be used only as a last resort following significant failures to adhere to the contract and significant and continued unsatisfactory performance under the contract.

For clarity, this does not turn the contract into a three month rolling contract.

5.

Will the college accept a tender which is ‘subject to agreeing T&Cs’?

A: Negotiations with regard to Terms and Conditions can be sought with the winning bidder should this be necessary.

6.

Please clarify the requirements of Professional Indemnity Insurance?

A: The College requests professional indemnity of £3,000,000 as part of it’s suitability assessment (appendix C).

If you do not have professional indemnity insurance to this value, you are asked to provide information as to your intentions to acquire this should you be awarded the contract.

Not having the correct level of indemnity insurance will not preclude you from winning the tender, and if necessary negotiations will take place before final award to ensure that both parties are satisfied that adequate cover is provided.

7.

Is it possible to quote for one lot only?

A: While the College seeks to award the contact to one supplier, each Lot will be analysed separately.

Bids made for only one lot will not be discounted.
