The brief

Oxfordshire County Council has awarded a contract for delivery of Public Health Smoking Research Services.

The Service Provider will undertake the Insight work by following a recognised structure which will include, as a minimum, the following aims for the smoking population in Oxfordshire: • Complete insight work for identified priority groups and use results to create a bespoke messaging package and campaign playbook. • Ensure a partnership approach, which uses established relationships with current groups, providers and possible agencies.

This will include in person focus groups and in person engagement activities within priority groups and communities. • Utilise learning from other areas to consider what Oxfordshire needs. • Provide understanding into what needs to be improved, developed and changed for LSSS and services available to quit smoking for priority groups and geographies. • Provide a report detailing recommendations from the insight work on how to reach the priority groups through campaigns, messaging and social media.

Insights related to each priority group and neighbourhood will be used to develop relevant and appropriate marketing campaigns for these segmentations.

Outcomes will be used to develop the model for the new local stop smoking service for 25/26 onwards as well as provide guidance for smaller programmes of targeted work to support quits in priority groups and geographies.

The contract commenced on 27 May 2024 for a period of 4 months.

There is no option to extend the contract.
