The brief

The Council is seeking an experienced Contractor to provide on-street disabled parking bay monitoring to assist in the delivery of the SIMON (asSIsted Mobility for Older and impaired users) project.

The SIMON project is a European Union (EU) funded project with the aim to improve the mobility for older citizens and impaired users.

The project has 4 streams of interest around access management, assisted navigation, parking monitoring and blue badge enforcement.

The Council’s involvement largely focuses around providing assisted navigation services by car to disabled bays and by public transport and this includes monitoring occupancy at the individual parking bays.

The Council has 63 on-street disabled parking bays within the borough and this project looks to deploy technology that will allow some or all of these bays to be monitored for occupancy, with the data used by other SIMON project partners to deliver the navigation services.

In addition the occupancy data will be included in the Council’s open data service for 3rd parties to develop services.

This tender commits to purchasing a core system of 33 units spread across 10 locations as outlined in the specification documents.

The tender also includes the provision for the supply and installation of up to a further 30 units in 7 additional locations, dependant on future funding.

Procurement will be for the supply and installation of the: (i) on-street detectors, (ii) wireless communications between the detectors and the traffic signal controller, (iii) connection of the access point to the traffic signal communications and power within the controller; (iv) provision of the necessary data standards for the detectors to enable Siemens (under separate contract to this tender) to integrate the occupancy data and fault status into Stratos
