CHC will develop a formal approach to value culture and heritage assets with the ultimate aim to create publicly available statistics and guidance on the value of the culture and heritage assets consistent with HMT's Green Book.
To accurately estimate the value of culture and heritage assets to the population, DCMS must know what assets we have in England and where they are located.
Mapping the location of culture and heritage assets is particularly important for: a.Creating an extent account of Culture and Heritage, a key component to begin forming a Culture & Heritage Capital Account b.Facilitating revealed preference methodologies for valuing culture and heritage including Hedonic Pricing and Travel Cost Methods.
The aim of the project is to compile a database including the location and other useful information for each individual culture and heritage asset in England and develop a process for linking assets to the Ordnance Survey Addressbase starting with Cultural institutions such as museums, theatres and galleries in this initial project.
This is a first attempt for DCMS to bring together the datasets from its cultural institutions in one consistent database.
Linking to the OS Addressbase will improve DCMS's ability to update the list on a regular basis.
In addition to the CHC programme the map will help make effective decisions about the implementation of policies and support to help the culture and heritage sectors.
In particular, the database will allow DCMS and partner organisations to understand the distributional impact of decision making across the plethora of culture and heritage.
Data already exists across our Arms Length Bodies (ALBs), including Historic England and Arts Council England, but we know there are data sets across a wider number of cultural and heritage sector stakeholders.
Bringing these together in a consistent format will allow DCMS to create a singular dataset not only on the location but also other important attributes including facilities, capacity and condition.)
