The brief

Solent LEP, working with partners, is seeking to commission the development of a Transport Investment Plan (TIP) for the Solent.

The work to underpin this must be wide ranging and should include: Considering the existing evidence base on the link between economic growth and investment in transport; and Establishing the steady state investment requirement, which is defined as assessing the cost of maintaining, managing and renewing transport infrastructure (public and private) assets over time.

It is important that this assessment also identifies investment in place to meet such requirements as well as investment sought and sources of investment; and Identifying future needs (short term to 2020 and longer term to 2040) by modelling the scale of projected demand and where that demand will arise.

The evidence from these three areas along with an assessment of key transport and travel trends, the impact on travel demand of structural changes to the economy and consideration of how to manage demand should include consideration of more innovative solutions as well as identifying opportunities to optimise/align existing investment intentions.

This is intended to be a two stage commission, to enable initial outputs in autumn 2015, providing a baseline assessment of the current and planned transport network, considering changing patterns, highlighting early deliverables, and framing the scope of the second stage, which will be aligned to the wider time horizon to 2040 with a rolling 10 year investment plan that responds to business needs.

The focus for this work is very much market driven, rather than supplier driven, and ground-breaking innovative solutions are expected, both in terms of infrastructure, financing models and coordination of assets and operations.
