East of England Ambulance Service
230919 - Developing Improvement Capacity and Capability
The organisation has until recently been in 'Special Measures' (as rated by the CQC (healthcare regulators)) and is now rated as 'Requires Improvement'.
Significant scrutiny has been placed on leadership, behaviors, and safeguarding elements of the service.
Whilst the organisation is now on an upward trajectory, the large-scale transformation required has at times unsettled staff who may now be apprehensive of change.
As a result, there is significant resistance to change noted widely in the workforce, although senior teams are starting to recognise the benefit of using structured methodologies.
The financial burden of finding cost savings is in line with many NHS organisations.
Invest-to-save schemes are considered but can be difficult to gain the buy-in to invest.
Due to the requirement to transform services, established improvement and transformation plans are in place.
Any additional recommended changes must consider these due to the risk of conflicting workstreams.
The organisational capability relating to change and improvement is behind where it should be amongst leaders, along with the skill recognised importance to measure impact of change.
Data is plentiful but can be difficult to access quickly.
The requirement is broken down into 3 lots: Lot 1 - Readiness for change - Start date 1st November - July 2024 Lot 2a - Improve fleet availability and visibility - Start date 1st November - July 2024 Lot 2b - Integrate and redesign make ready services - Start date TBC
