The brief

To provide direct and bespoke support to the Potential PSM (Public Sector Mutual) who are interested in exploring the staff mutual option to facilitate autonomy by 2016.

This support package has the following objectives : 1) Exploring and fully appraising the feasibility and potential benefits of a mutual model against other recommended models; 2) Designing a 2 -3 year business plan in the context of a 5-year business strategy with emphasis on commercialising products, maximising their value, and the correct pricing of service lines; 3) Enabling the PSM to identify gaps in capability in order to meet the March 2016 target of becoming an autonomous entity; 4) Support and inform potential future policy around the mutual model in the CSU area, enabling Government to build an understanding of the practical, regulatory and legislative steps it may need to consider to facilitate other CSUs reaching autonomy by 2016.

To participate in any possible future procurement which results from this RFP, Potential Providers must first be registered on the Crown Commercial Service e-Sourcing Suite.

This is done by emailing ExpressionOfInterest@crowncommercial.gov.uk Your email must clearly state: • the name of this procurement, which is MSP - North of England Commissioning Support Unit, and the reference number, which is RM4653 L0850. • the name of the registered supplier; and • the name and contact details for the registered individual sending the email.

Crown Commercial Service will then process this email and assign your organisation to the opportunity.

The registered user will receive a notification email to alert them once this has been done.

The deadline for the receipt of proposals is 11.00hrs on Wednesday 13th May 2015, and therefore suppliers can register on the e-Sourcing Suite between the issue date of this Contracts Finder advert and the deadline date.

It is advised however that Potential Providers register as soon as practically possible in order to receive the Invitation to Tender and have a sufficient amount of time to respond.
