The brief

NHS Midlands and Lancashire Commissioning Support Unit (CSU) are working on behalf of NHS Halton CCG who wishes to procure Urgent Treatment Centres for both patients living in the Borough of Halton and for patients from other CCG areas.

The Urgent Treatment Centre (UTC) services are an evolution of the current service provided at the respective Urgent Care Centres and is based on a nationally mandated set of requirements that are detailed in the Urgent Treatment Centres - Principles and Standards, published in July 2017.

It is expected that both UTCs will be open for 12 hours per day; 7 days per week.

The UTC will consist of the following main functions of Reception, Triage, Assessment and treatment, Associated diagnostic tests/investigations, Discharge, including necessary communications to the patient's registered GP, Onward referral if needed (e.g. assessment units), Provision of self-care and wellbeing advice and information, Helping patients with registration with a local GP if required.

The services based in the centres will be accessible by all of the patients of the 14 GP practices that are covered by NHS Halton CCG; and will also triage and treat patients from other CCG areas.

The specification for the UTCs may be subject to change to incorporate other contracts when these expire in line with NHS England's national integrated urgent care specification.

These contracts are: GP Access Fund (GP Extra); Out of Hours; NHS 111.

The breakdown of both LOTs in the contracts is as follows: • Urgent Treatment Centres: £5 Million per annum - total of £25 million over the five years • GP Access Fund (GP Extra) - from 1st April 2020 to 30th September 2024 only: £722,000 per annum - total of £3,249,000 • Out of Hours - from 1st October 2020 to 30th September 2024 only: £1,087,0000 per annum - total of £4,348,000 • NHS 111 - from 1st October 2020 to 30th September 2024 only: £316,253 per annum - total of £1,265,012 There will be an initial contract period of 3 years commencing on 1st October 2019.

There will be the option to extend for a further 2-year period from 1st October 2022.

The contract value is set at £33,862,012 over the entire 5-year contract period - please refer to breakdown above.
