1A) SOCIAL INCLUSION CONTRACT - One countrywide block contract to identify a lead partner (or partnership) to work with ASC teams, as well as with care providers, to improve links to the voluntary sector.

The intention is to follow a Competitive Procedure in collaboration with the Neighbourhoods directorate.
2A) ROUGH SLEEPER OUTREACH AND RESETTLEMENT CONTRACT - One countrywide contract offering support to at least 250 people on an annual basis that are rough sleeping/homeless, or at risk of rough sleeping/homelessness.
The contract will include working with ASC to develop the approach to identifying independent tenancies for people with additional needs and support for people in Housing First properties.
The intention is to follow the Internal Direct Award Procedure with Cornwall Housing Ltd.
3A) EMPOWERING INDEPENDENCE CONTRACT - FOR PEOPLE WITH PHYSICAL HEALTH NEEDS AND/OR LEARNING DISABILITIES - One countywide community outreach contract offering support for at least 250 people on an annual basis.
The service will offer support to people to develop independent living skills and to learn techniques to self-manage their health and wellbeing.
The contract will offer an additional 5% of funding to be used flexibly to meet the person's individual needs.
The intention is to follow a Competitive Procedure.
3B) EMPOWERING INDEPENDENCE CONTRACTS (X5) - FOR PEOPLE WITH MENTAL HEALTH AND SUBSTANCE MISUSE NEEDS - Five locality based supported accommodation and community outreach contracts delivering support as described above (independent living skills, self-management, 5% flexi budget).
To include 220 units of supported accommodation and community outreach for at least 280 people.
Short term supported accommodation (typically up to two years) will be offered to people with needs related to mental health and alcohol/drug use unable to access independent accommodation.
The intention is to follow a Competitive Procedure with Negotiation to allow for flexibility in terms of the units of accommodation in each area.
