The brief

The British Red Cross Society "Red Cross" is a humanitarian organisation that refuses to ignore people in crisis, whoever and wherever they are.

We enable vulnerable people at home and overseas to prepare for and respond to emergencies in their own communities and when the crisis is over, we help people recover and move on with their lives.

Red Cross wishes to establish a Contract for the provision of telephone replacement and associated services with a suitably qualified and experienced Supplier.

These Services include, but are not limited to: * Provision of a replacement telephone system that enables a Voice Over Internet Protocol (VOIP) telephony solution which supports handset to handset calls across key Red Cross sites; * Delivery of a fully integrated telephony solution that enables utilisation of one platform and one management interface; * Technical architecture and integration / configuration services; * Hardware and Software maintenance, replacement and assistance; * Supply, delivery, commissioning and installation of equipment; * Implementation and on-going project management; * Pro-active Management Information and reporting; and * Comprehensive training and support services.

The successful Supplier shall be responsible for providing a robust, reliable and innovative telephony solution which: * Enables effective communication; * Ensures business continuity; * Provides a future proofed solution; * Achieves and maintains end-user confidenc...

Investment; and * Demonstrates best value.

This is a collaborative procurement exercise between Red Cross' Management Information Services (MIS) Team and the Corporate Procurement Team (CPT) following engagement and consultation with all key internal stakeholders.

The Management Information Services Team is responsible for the strategic management and delivery of the Red Cross' IT, communications infrastructure and delivery of an improvement programme that enhances our core, systems and end user experience.

The Corporate Procurement Team is responsible for the strategic procurement of goods, services and works for the Red Cross and the development of procurement processes, procedures, strategies and policies in line with recognised best practice.

Thus, this collaborative procurement exercise shall seek to deliver a technically robust future proofed solution that enables effective communication and ensures on-going service delivery in an efficient cost-effective manner.

The successful Supplier shall be required to evidence best value in their proposal and clearly illustrate added value.

The Contract term will be for a period of 36 months with the option to extend thereafter on a rolling monthly basis in accordance with the agreed fixed Contract charges.

This Contract will be awarded on the basis of the Most Economically Advantageous Tender (MEAT), and Tenderers who meet the minimum Selection Criteria will then be evaluated on a Price / Quality ratio of 70:30.
