The brief

*** MARKET TEST / PRE MARKET ENGAGMENT*** Babergh and Mid Suffolk District Council are intending to engage with the Market for Expression of Interest for a pilot scheme of a block booking of a local hotel or B&B to use for our Homeless households.

BMSDC is looking to commission accommodation to meet the demand from applicants threatened with homelessness, in order for BMSDC to fulfil its duties under section 188 of the Housing Act 1996.

The public sector Equality Duty (Section 149 of the Equality Act 2010) and the Council's allocation and procurement of temporary accommodation will have due regard to the need to: o Eliminate unlawful discrimination, harassment, and victimisation; o Advance equality of opportunity between different groups; and o Foster good relations between different groups of any household with a member with a 'relevant protected characteristics' when placing in temporary accommodation.

The Homelessness (suitability of Accommodation) (England) Order 2003 and the Homelessness (Suitability of Accommodation) (England) Order 2012 remain in force.

This pilot will be for a period of up to 12 months to assess the outcomes for Service Users, and to gauge whether the Council's will pursue this type of booking in the future.

The outcome of the of the pilot will be used to inform any potential future tender process that the Council may undertake in due course.
