As a Local Authority managing around 5,700 properties SCDC are keen to ensure that our tenants and leaseholders have a say in the way we run our services.
As a result of this and in order to comply with the requirements of the 2011 Localism Act SCDC ran a large scale recruitment exercise early in 2013 generating interest from tenants and leaseholders who wanted to get involved in reviewing our services.
In July 2013 SCDC ran two days of workshops where interested residents attended to learn more about our services and what getting involved in our scrutiny projects could mean.
By the end of 2013 this resulted in a pool of about 30 trained residents keen to take part in future SCDC service reviews.
So far SCDC have run two major service scrutiny reviews - one of our grounds maintenance service in 2013/14 and then our sheltered housing service in 2014/15.

Please note the anticipated contract value is in the range of £7k to £14k for the 2016/17 review.
There is also the possibility of continuing this work beyond the next financial year (2017/18 onwards) for at least the next three years at SCDC’s discretion.
Now that the first two reviews have completed successfully SCDC are looking to build on this experience by shaping future reviews to be more targeted and to be completed within shorter timescales in order to make best use of the available budget.
In addition, the details of the next reviews will be influenced by the scrutiny panel of residents involved in the next projects.
Scrutiny Panel participation and direction will be led and supported by members of our Tenant Participation Group and SCDC Resident Involvement staff.
