Kent County Council needs to procure a short-term interim concession services contract for the processing of mixed paper and card arising from household waste kerbside collections in East Kent from 16 January 2021 until 30 November 2021.
Through its contracts with third-party waste transfer suppliers, the Council will deliver loads of mixed paper and card arising from household waste kerbside collections in East Kent to the supplier's designated material processing facility (or waste transfer station as appropriate).
The supplier must have in place: a processing facility with appropriate permitting and planning permissions; an electronic weighbridge for the weighing-in of material delivered to their facility to provide the Council with the appropriate management information (including weigh-loader transaction listings); policies and procedures that recovers materials in accordance with the waste hierarchy to maximise reuse and recycling and to avoid sending any waste to landfill; and robust service contingency plans to ensure continuity of services in the event of plant failure, etc.
