The brief

Warwickshire County Council would like to engage with providers of children's residential services to canvass their views and opinions before the Council carries out a tender exercise.

Like other local authorities, one of the greatest challenges for Warwickshire is improving the outcomes for the small cohort of the most highly complex children and young people, who often have multiple needs and display highly challenging behaviours which lead to placement instability and escalating needs.

Fundamentally rethinking the way in which these young people are placed and cared for in order to achieve stability and improve outcomes is a priority for Warwickshire.

The Council does not currently commission local block residential services for CLA and therefore wants to engage with a variety of organisations, in a confidential setting, to determine the capacity of the local market to provide solutions and to explore innovative ways of delivering the services required.

All the information gathered will be used to decide how the tender is shaped.

Warwickshire County Council will be using its e-tendering system (CSW-JETS) for the administration of this market testing process.

Providers must register with the system (if they haven't previously done so) in order to be able to express an interest in the project and download documents and to correspond with us about this exercise.
