The brief

From 1 April 2015 Local Authorities have a duty to assess and meet the eligible social care and support needs of prisoners located in their area.

All adults within a prison setting will be treated as if they are resident in that local authority's area for as long as they reside in that establishment.

The Authority is therefore responsible for the assessment and delivery of care and support to meet the eligible needs for people detained in HM Prison Isle of Wight.

The Authority is seeking to commission, within the prison setting, a service which will improve the person's quality of life and maximise their long-term independence.

The delivery of this service will require close working with custody services, prison health care suppliers and any voluntary sector organisations that operate within the establishment.

The term of the contract shall be 1 September 2021 until 31 January 2029 with the option to extend for up to a further 24 months at the sole discretion of the Authority.

The closing date for receipt of Tenders is 14:00Hrs on 7 April 2021.

It would be appreciated if Potential Suppliers are able to inform the Authority of their intention to submit a Tender or otherwise by 31 March 2021.

The Authority appreciates any feedback Potential Suppliers have on the process as this helps it to better understand its suppliers and to improve processes.

This is a re-run of a recent procurement which the Authority was unable to conclude, Project ID: DN487503.

The current number of paid hours of care delivered by the incumbent supplier of this service is 127.5 hours in total, per week.

Potential Suppliers must note that there is no guarantee of hours under this contract and the total number of hours of will fluctuate during the term of the contract to meet the demand.
