The brief

To gather the evidence which will enable the quantification of the potential for modal shift of tonne-km (as a proxy for CO2e) from road to rail in the short and medium term.

To engage with stakeholders in those areas where there is the greatest potential for mode shift, understand the barriers that may be blocking any changes in the short and medium term and to understand where Midlands Connect may be best placed to engage with and address these barriers.
