The brief

o enable DDTS's strategic resourcing partner (Hays) to deliver perm resourcing campaigns alongside the Primary contract to "Supply IT resources to the Defra group".

The objective of that project included the ability for the successful supplier to source perm candidates.

Extract from the approved strategy : "...partner with them to build medium to long term resource pipelines to ensure the reliance on contingent labour stays within the target set out in the Strategic Workforce Plan.

They have a need for different routes to source candidates, whether that be temporary workers or permanent, with the supplier able to advise or lead on such things as targeted recruitment, on-payroll recruitment, vacancy advertising, talent transfer, and temporary to permanent opportunities. " Semantics and a lesson learned regarding the use of the CCS framework that the main contract was called off, has led to the need to add a bespoke contract under this agreement - we can`t use the CCS framework to access this supplier for those services but we can use the YPO framework to compliantly direct Award to Hays.

This approach will ensure that we comply with regulations, the scope of each framework and also ensure that we deliver the strategy and contracts that DDTS approved.

Similarly to the main agreement, while this contract is primarily established for DDTS, it can be used for other organisations within the whole Defra group with agreement from Commercial / the DDTS lead.
