Specification for Key Stage 2 Teachers Assessment

LAs are required, on behalf of the Secretary of State for Education, to validate a sample of KS2 Teacher Assessment judgements in English writing.

Every year, LAs must externally moderate a sample of at least 25 per cent of LA maintained schools, plus 25 per cent of academies and participating independent schools that opt to be included in the LA's external moderation provision.

External moderation is statutory.

It gives confidence that schools' TA judgements for KS2 English writing are accurate and consistent with national standards, as specified in the TA frameworks and the exemplification materials.

All local authorities must have regard to guidance under Article 11 of the Education (National Curriculum) (Key Stage 2 Assessment Arrangements) (England) Order 2003 .

This Order is made under the Secretary of State's powers as provided for by section 87 of the education Act 2002.

Local context In 2019 Oldham's KS2 English Writing measure was 76.1% compared to 78.9% nationally.

In Oldham in 2017 the moderation model was viewed as robust by the Standards and Testing Agency (STA).

In view of this, Oldham Council expects the quality to be maintained.
