SOFT MARKET TESTING - MILTON KEYNES COUNCIL - REAL TIME PASSENGER INFORMATION
Milton Keynes Council is seeking to appoint a suitably experienced provider of real time passenger information for local bus services, across the unitary authority area of Milton Keynes to replace an existing system.
The supplier is expected to provide the following: • Design, build and install: o the IT infrastructure to receive and support both real time bus departure data and customer notices that includes disruption messages; o feeds to existing information displays will primarily be for visual information, but must include a capability to provide audio messages for people with restricted vision. o data connectivity to support Real Time Information feeds for local bus operators (currently eight operators); o an Application Program Interface should be made available to facilitate third party access for development of apps, links into websites etc.; o internet and mobile applications that enables the public to track bus arrivals and departures. o Online portal access will be required by MKC for reporting functions; o System will need to integrate with a new UTMC system for signal priority; • Maintain the above for a period of 6 years with 3 optional one year extensions ; Award criteria will be based on a combination of both technical and commercial capability and best value.

Real Time Passenger Information (RTPI) Displays are now widely considered an essential facility for enhancing the customer experience of bus users, thereby helping to maximise patronage of more sustainable modes of transport.
The contract value is estimated at around £800,000, and is expected to commence on 1 November 2020.
This is an opportunity to express interest and highlight any new developments we may wish to include in the specification for the tender.
