The brief

We monitor Highways England and its management of the strategic road network - the motorways and main 'A' roads in England.

We are here to ensure they manage the network to deliver performance, including efficiency, safety and sustainability, for the benefit of road users and the public.

Highways England's licence requires it to 'proactively and reactively provide relevant, accurate and timely information about traffic and conditions on the network to road users, including when there is disruption'.

This piece of work will review what information is available to road users to assist route planning before setting out on a journey, as well as informing decisions en-route.

In particular, it will assess what information is provided by Highways England, what is available from other sources, and identify potential areas for improvement.

The 2015-2020 road investment strategy does not include any performance indicators directly relating to information provision.

However, ensuring road users are well-informed has the potential to contribute to improved performance in areas such as delay and satisfaction.

This work will consider how better information can benefit road users in the next road period, and beyond.
