The brief

Breckland District Council are seeking to appoint appropriately qualified consultants to undertake the GTAA for the area.

This work is expected to respond to the latest national policy and guidance and consider the needs for all groups that identify as Gypsy, Travellers or Travelling Showpeople.

In this regard it is expected that the GTAA will be informed by the national definition of Gypsy and Travellers, and additionally consider and provide advice on the needs arising in accordance with the decision of the Court of Appeal in the case of Lisa Smith and Secretary of State for Levelling Up, Housing and Communities, June 2022.

The GTAA will be focused upon needs within Breckland District Council's administrative boundary.

However, the study will be expected to adequately reflect an understanding of any cross-border issues impacting needs and provision across Norfolk and Suffolk.

Direct relationships with the immediately adjacent authorities of Mid Suffolk, West Suffolk, King's Lynn and West Norfolk, North Norfolk and Broadland should be considered.
