Wakefield Council is commissioning a district-wide Generic Domiciliary Care Service and Emergency Support to Carers Service.
The Framework Agreement will be a spot purchase arrangement which will provide 'call-off' contract opportunities for Service Providers and therefore offers no guarantee of any level or value of business to anyservice provider appointed onto the Framework.
Providers will be required to operate electronic call monitoring systems for delivering services to account for actual service delivery and to provide specified performance indicators.
Payments for Services will be at the fixed Council's Contracted Rate for Care which will be based upon actual delivery as evidenced by service providers' electronic call monitoring systems.
The Council reserves the right to re-open competition at any point during the Framework duration to secure additional capacity to meet demand.
In instances when the Council exercises this right, the same application process and evaluation criteria will apply.
Existing providers already appointed to the Framework Agreement will not be required to re-apply, their position on the Framework Agreement will remain in force.
The estimated value of the Framework Agreement is £50 million based on £10 million per annum for commissioned care hours, recognising that the demand or care needs of individuals may increase over time and therefore subject to change.
