The brief

In order to meet its legal responsibilities under the Control of Asbestos Regulations 2012, Rushmoor Borough Council wishes to procure the services of specialist contractors to assist in the management and control of asbestos within Council properties.

The Council own and maintain 31 properties which range from public toilets, community centres, industrial units, leisure centres and offices.

It is responsible for repairs and maintenance of these buildings to ensure their continued suitability for the people that use them as well as maintaining the value of the buildings as public assets.

All buildings are within the Rushmoor Borough Council area mainly around the towns of Aldershot and Farnborough.

Appointed contractors will be required to offer a full service to all properties within the Rushmoor Borough boundaries.

The term of the framework will be for a period of two years with an option for a further two one year extensions.

Individual call offs may run beyond this date if placed prior to the end of the framework.

Prices as per your tender submission will be fixed for the first twelve months of the contract, with a percentage increase in line with the retail price index (RPI) applied after one year of the contract start date and every year after that for the contract duration.

The contract duration will be for a maximum of 4 years, covering an initial period of 2 years ( 2 + 1 +1) and is anticipated to begin on February 18th 2019.

The Council will appoint the top 3 scoring tenderers to the framework for call off by the Council for asbestos removal and investigations.

In addition to this, the top scoring bid will be used to manage the asbestos at the council properties.

Only when there is a need for removal the Council will look to the framework to use a provider or providers for this work.
