The brief

The Council hereby invites expressions of interest from suitably qualified companies to attend a soft market test to help formulate the specification for the supply, installation, testing and maintenance of traffic enforcement/ANPR cameras.

The intention is to procure the replacement of the current cameras within the next 6-12 months.

In Bath and North East Somerset we currently have 7 bus lane (ANPR) cameras issuing in the region of 30k PCNs per annum through our back office partner software (currently Chipside).

The replacement programme is considered to offer the Council an opportunity to assess what innovations are available to further improve the delivery of this service and what efficiencies could be made.

The successful bidder will be required to be able to provide additional cameras during the life of the contract for both any additional bus lanes and the enforcement of moving traffic offences if the powers are granted to Authorities outside of London and Wales.

Main duties of the Contractor will be:- a) To supply bus lane cameras and confirm the ability to provide moving contravention cameras if required. b) To undertake installation including civil works and commissioning of each camera in a location that achieves recording of the contravention in line with best practice expectations of the TPT, including a full site survey prior to fitting (this may be a different location to the current camera location).

Commissioning includes the certification and approval of each camera with the VCA in line with the legislative requirements. c) To provide a product warranty of at least 24 months and a comprehensive maintenance/support facility for at least 3 years thereafter including maintaining VCA compliance. d) To liaise with the Council in providing a suitable back office operation/review suite to manage the cameras, including all future updates. e) To ensure that the resultant evidence packs are transferred and received by the back office enforcement system in place during the contract duration for enforcement purposes. f) To provide the evidence packs in a format that can be used on the Councils website for review by the public as part of consideration whether to make an appeal.

As part of the soft market test companies will be expected to provide evidence of their capability to adhere to the minimum specification above by way of similar projects or technical capabilities already in use.

Format will be by way of supplier presentation and a question and answer session.
