The brief

The British Red Cross "Red Cross" is a humanitarian organisation that refuses to ignore people in crisis, whoever and wherever they are.

We enable vulnerable people at home and overseas to prepare for and respond to emergencies in their own communities and when the crisis is over, we help people recover and move on with their lives.

Red Cross wishes to establish a Framework Agreement for the provision of Creative Services with a number of suitably qualified and experienced suppliers.

Red Cross' current requirements cover a number of creative services including, but not limited to: * Stock Photography; * Photographers; * Photography models and location scouting; * Video production (animators/special effects professionals, camera operators, editors, sound engineers and lighting specialists); and * Agency artwork (graphic designers and digital designers).

It is anticipated that this Framework Agreement shall be awarded for a duration of 24 months.

This a collaborative procurement exercise between the Red Cross' Marketing, Brand Development and Creative Services department and the Corporate Procurement Team following consultation with key internal stakeholders.

This collaborative procurement exercise shall seek to deliver a quality assured and cost effective source of creative services that supports Red Cross' core activities and improves the customer experience of our design, film, photography and video production.

This Framework Agreement shall seek to de...t a significant percentage of our future spend for these services shall be channelled through this Framework Agreement.

However, no minimum guarantee of business or ceiling value has been set for this proposed Framework Agreement.

Please note that this proposed Framework Agreement will be open to all other departments within the Red Cross, and as a result future spend directed through this Framework Agreement may increase.

This shall be a multi-lot Framework Agreement, which shall consist of the following Lots: Lot 1 - Stock Photography; Lot 2 - News and Events Photography; Lot 3 - Photographers; Lot 4 - Models and Location Scouts; Lot 5 - Art Directors; Lot 6 - Camera Operators; Lot 7 - Editors; Lot 8 - Animators/Special Effects Professionals; Lot 9 - Sound and Lighting Specialists; Lot 10 - Graphic Design; and Lot 11 - Digital Design.

It is anticipated that three to seven suppliers shall be appointed onto each Lot; this is subject to the quality of submissions and competitiveness of pricing.

This Invitation to Tender will be evaluated in a two stage process where Tenderers who meet the minimum Framework Agreement Selection Criteria will then proceed to the Framework Agreement Award Criteria.

These shortlisted Tenderers will then be evaluated on the basis of Most Economically Advantageous Tender (MEAT) with submissions assessed against a Price: Quality ratio of 30:70.
