Amber Valley Borough Council is seeking a suitably qualified and experienced place making/planning consultancy to work with the Council and Partners to develop the detailed Business Case through the Government's Future High Streets Fund, for further capital funding to the Ministry of Housing, Communities and Local Government.
The anticipated budget for completion of all works is anticipated to range from £100,000 to £150,000 The business case will be required to meet the following criteria: 1.
Strategic case - Setting out the wider rationale for activity and objectives 2.
Economic case - Including appraisal of options and robust assessment of the costs and benefits of the project 3.
Commercial case - Setting out the delivery model including procurement and commercial implementation arrangements.

Financial case - Including details on the costs of the project demonstrating that the preferred options can be delivered successfully.
5.
Management case - setting out the planning and practical arrangements for implementing the project.
Due to the time constraints of developing the draft business case, consultancies should only submit their interest in the project, if they are able to dedicate sufficient resources for a first draft business case to be prepared by no later than 8 November 2019.
Following, initial feedback on this from the government, the successful consultancy will then be required to work up the final business case in readiness for submission by 15 January 2020 It is anticipated that the works will include: • Detailed consultation with partners and the public • Detailed examination of the opportunities, options, constraints and practicalities, including any legal constraints • Detailed pricing and initial design work • Engagement with partners • The appointment and management of any specialists services • The production of a coherent well considered, fully costed business case and master plan to transform Heanor town centre The Council anticipates appointing the successful consultants during August 2019 to enable works to commence at speed from 2 September 19.
