NHS Jobs Transformation Project
On behalf of the Department of Health, the NHSBSA is the responsible body for the NHS Jobs service.
The proposed requirement is to provide an internally and externally facing transactional service that supports NHS wide recruitment, and specifically relating to this Prior Information Notice (PIN) an Application / Applicant Tracking Service (ATS).
The NHSBSA is a multi-sited, geographically diverse organisation.
We provide a broad range of business services that support the wider NHS.
Further information on our extensive service portfolio can be found at: https://www.nhsbsa.nhs.uk/about-us The current system (NHS Jobs 2) is outsourced to a third party supplier.
The current contract expires in February 2020 and a replacement service is to be delivered to meet the future needs of NHS Jobs users.
The NHSBSA has conducted a Discovery (which started in February 2018).
The resulting findings have demonstrated the need for an ATS to support and assist in transforming the NHS Jobs service.
During Discovery the requirement for an ATS was identified as a key component and is the focus of this PIN.
An ATS is a software application which enables the electronic handling of recruitment needs and is designed specifically for recruitment tracking purposes.
ATS functions are expected to include, but are not limited to: - Content Management, - Candidate Relationship Management, - CV Parsing (the conversion of a free-form CV into a structured format), - Calendar Management, - Location Service, - Campaign Management, - Comprehensive reporting capabilities.
The NHSBSA is looking for engagement from suppliers of ATS software and services to participate in the planned early market engagement activities.
Further information related to the early market engagement activities can be found in Section II.2.14 Additional Information.
During the early market engagement the NHSBSA will provide context and current status of the NHS Jobs Transformation project (NHS Jobs 3), and additionally will test the findings of Discovery, which include but are not limited to: - assumptions related to Commercial-Off-The-Shelf (COTS) affordability and currently available commercial models, - test the Target Operating Model (TOM) developed during Discovery for ATS.
