The brief

The contractor would operate within the framework of the Museum Development East Midlands programme which is currently funded through the Arts Council England (ACE) National Portfolio Organisation (NPO) Sector Support Organisation (SSO) funding stream from April 2018 to March 2021 with the possibility of a funding extension to the end of March 2022.

MDEM works with 100 accredited museums and those working towards Museum Accreditation.

MDEM's target is to support museums to operate more effectively increasing their long term viability and relevance.

Support is delivered through direct advice, grants, training provision, facilitated networks, workshops and tailored, intensive activity.

It will not work directly to support other regional NPOs (14 museum sites) from April 2018.

East Midlands is defined as Derbyshire, Leicestershire, Lincolnshire, Northamptonshire, Nottinghamshire and Rutland.

MDEM has a series of goals and SMARTs to meet in a funding agreement with ACE which will be signed off in March 2018.

The contractor would facilitate 3 intensive organisational reviews (per annum) of accredited museums from across the region - referred to the contractor by MDEM officers.

This would involve using the MDEM business diagnostic (see www.mdem.org.uk) as a basis for the review that should take place with key personnel from participating museums (from operational to senior management/ trustees) and other tools, to enable the museum to create an action plan to move from a position of vulnerability to strength (in terms of planning/ addressing risk).

During the process the contractor would identify specific development needs and through a conversation with MDEM officers, museums could be directed towards other MDEM support or to other sources of advice and support 2 training workshops related to identified common organisational development themes, should be delivered by the contractor per annum - themes will be identified and agreed by the contractor and MDEM officers (e.g. forward planning; trustee recruitment etc.).

Such workshops will be accessible to a wider cohort of museums than solely the museums engaged in the organisational reviews.

MDEM small grant funding of up to £1500 per museum will be available to support implementation of the action plan; the contractor should contribute to the decision making of grant awards.
