The brief

The London Borough of Tower Hamlets (LBTH) is seeking expressions of interest from organisations for Removal of Nuisance Vehicles and Parking Enforcement Services.

The provision of vehicle removal (including abandoned vehicles) on highways within the boundaries of the London Borough of Tower Hamlets and enforcement of illegally parked vehicles on Council owned housing land managed by Tower Hamlets Homes (THH).

LB Tower Hamlets owns a car pound comprising seventy one spaces from which the pound management and payment centre currently operate.

This is based in Commercial Road, E1 0HJ.

However, the premises may not be available throughout the lifetime of the contract so the Council may need the successful service provider to provide their own pound and payment centre facilities.

There is currently no definitive date for the closure of the car pound but, if required, the move would have to be exercised within a notice period of six months.

Related costs and methodologies for the transfer of the pound shall be required as part of the bidders' tender submissions and will be assessed accordingly.

The contract comprises two lots: one of which includes provision for the storage, in a pound, of removed vehicles.

Lot 2 of the contract covers the enforcement of parking contraventions on land managed by Tower Hamlets Homes through the provision of a ticketing service, in accordance with BPA code of practice.

The successful service provider will collect ticketing income on behalf of Tower Hamlets Homes.

Daily patrols will be required to cover the stock using an electronic ticketing system with responsive capability to attend unauthorised vehicles notified directly by THH or its residents and the provision for all enquiry, complaint and appeals-handling processes.

During the term of the contract the service provider will support the Council with the implementation and transition to Traffic Management Orders as specified.

The estimated value of the contract is: Lot 1 -Removal, Storage and Disposal of Illegally Parked Vehicles and the Removal and Disposal of Abandoned Vehicles £3.7m Total Cost Lot 2 - Enforcement of Parking Contraventions on Council owned housing land managed by Tower Hamlets Homes (THH). £2.85m Total Cost Bidders may tender for either one or both Lots.
