The brief

The British Red Cross Society "Red Cross" is a humanitarian organisation that refuses to ignore people in crisis, whoever and wherever they are.

We enable vulnerable people at home and overseas to prepare for and respond to emergencies in their own communities and when the crisis is over, we help people recover and move on with their lives.

Red Cross wishes to establish a Framework Agreement for the provision of Tents for Emergency Response Units with a number of suitably qualified and experienced suppliers who shall support various requirements.

Red Cross' current requirements include, but are not limited to: ¿ Office / Warehouse Tents; ¿ 3-man Personal Tents; and ¿ Gazebos for shelter for cooking and eating.

It is anticipated that this Framework Agreement will be awarded for the duration of 24 months, with the option to extend the duration for an additional 12 month period, at Red Cross' discretion.

This a collaborative procurement exercise between the Red Cross' International Division and the Corporate Procurement Team following consultation with key internal stakeholders.

The British Red Cross' International Division works with the National Societies around the world as part of the wider Red Cross and Red Crescent Movement.

By forming partnerships and joint projects with Partner National Societies we seek to share knowledge and expertise to help support people in crisis all over the world.

In addition, we aim to help build capacity of individual Nation...Agreement will cover the re-stocking of tents for the ERUs when the stock needs to be replenished after a deployment..

As such, there will be no guarantee of any minimum orders under this Framework Agreement as our requirements will depend on the units being deployed.

Generally, Red Cross deploys a unit once every two years, but due to the unpredictable nature of our international humanitarian activities we cannot state an exact figure and may be completely dependent on the demand from our partners around the world.

This shall be a multi-lot Framework Agreement, which shall consist of the following Lots: ¿ Lot 1 - The Provision of Office / Warehouse Tents; and ¿ Lot 2 - The Provision of 3-man Personal Tents and Gazebos It is anticipated that one Supplier shall be appointed for Lot 1, and between one to three Supplier(s) shall be appointed for Lot 2, subject to quality of submissions and competitiveness of pricing.

This Invitation to Tender will be evaluated in a two stage process where Tenderers who meet the minimum Framework Agreement Selection Criteria will then proceed to the Framework Agreement Award Criteria.

These shortlisted Tenderers will then be evaluated on the basis of This Invitation to Tender will be evaluated on the basis of the Most Economically Advantageous Tender (MEAT), and their submissions will be evaluated on a Price / Quality ratio of 70:30 Please refer to the tender documents for a full description of the lots and tender specifications.
