The brief

Specification 1 Introduction 1.1 The College, as part of its Travel Plan currently has a contract in place for a pool of cars that can be used by staff with the aim of reducing congestion through the reduction in usage of private vehicles for business use.

The current contract expires on 31st July 2016 and the College require a new contract to continue the provision.

To ensure continuity of service the successful Supplier must ensure that cars are fully operational with effect from 1st August 2016.

1.2 The service will be managed by the College Estates Department contactable from the main business address as follows: Derby College The Roundhouse Roundhouse Road Pride Park Derby DE24 8JE Telephone: 0800 028 0289 1.3 The College is considering the type of vehicles to procure and this decision will be dependent upon the total whole life cost, including set-up, lease and running costs, submitted.

Suppliers are therefore asked to provide full details against the following three options: • The provision of petrol/diesel vehicles • The provision of electric vehicles • The provision of hybrid vehicles 1.4 The provision of vehicles will be on a non-maintained basis.

2 Specification 2.1 The Supplier must supply seven vehicles which will be based at various Derby College sites.

2.2 Petrol/diesel and hybrid vehicles supplied must be low carbon, with CO2 emissions of less than 110g per km.

2.3 The vehicle type proposed must be very small (e.g.

Toyota Aygo or equivalent).

2.4 The vehicle type proposed may have two or four doors.

2.5 The vehicles supplied must be new on delivery.

2.6 The College currently provide a national breakdown and recovery service for the vehicles.

This offers roadside assistance, vehicle recovery and return to home, or base, for the driver.

The Supplier may be required to provide a comparable service if it can be provided at a lower cost than the College is currently paying.

The College reserve the right to continue providing the service itself, if this is the most economically advantageous option.

Should the College decide to purchase the breakdown and recovery service from the successful supplier, full contact details of the breakdown and recovery service should be provided to the College Estates Department on contract award.

2.7 In instances where vehicles have to be taken off the road for repairs following a breakdown or accident, the Supplier is required to provide a replacement vehicle within 24 hours.

2.8 On initial delivery the Supplier is required to provide the vehicles with a full tank of fuel, if applicable, free of charge.

In the case of electric or hybrid vehicles, vehicles should be supplied fully charged.

2.9 The Supplier is required to provide an owners’ manual with each vehicle.

2.10 The Supplier is required to provide a tracker on each vehicle supplied.
