The brief

NHS Portsmouth CCG is seeking to re-procure the DES Special Allocation Scheme for its registered patients.

Key objective: • To deliver a Special Allocation Scheme, to ensure that there are sufficient arrangements in place to provide primary medical services to patients who have been subject to immediate removal from a patient list of a primary medical services contractor because of an act or threat of violence.

Key deliverables: • Provision of comprehensive and high quality primary medical services within a suitable, safe and secure environment which is accessible to patients on the Special Allocation Scheme (SAS) • Provision of an environment that deters aggressive behaviour and puts in place steps to deal with such behaviour by discreet security arrangements • Provision of a thorough assessment of the patient's clinical, psychological and social needs, especially those which may result in unrealistic expectations and which may have led previously to physically or verbally aggressive behaviour • Provision of patient education (including his or her family or carers) on the best way to obtain good quality and continuing services from primary care in particular and the NHS in general; • Rehabilitation of patients who have been violent or aggressive such that they are able to register back into mainstream general practice at the earliest appropriate time.
